Different weeds germinate at different times of the year so when you use it is based on that and your target weeds. If you are preventing poa annua (annual bluegrass) you would do a fall application, whereas if you are preventing crabgrass you would do a spring application. Its all dependent upon your needs and how many life cycles the weeds you are targeting will have.
