The label of Rezilon Pre Emergent Herbicide states there are no grazing restrictions on pastures so it is safe for the cattle to eat the treated grass when used as directed. However, while spraying you will want to keep them off. The label also states "Heavy grazing or cutting hay soon after application and before sufficient rainfall to move the herbicide to the soil, will reduce the effective rate and distribution of Rezilon on the soil surface and may reduce weed control.
