Is Southern AG Liquid Copper Fungicide effective for Mango bacterial black spot?

The tree is about 12 inches in diameter. How would your product be applied. Sprayed or directly to the soil for root treatment? Thanks

Southern AG Liquid Copper Fungicide is labeled to control Anthracnose on mangos which can cause black spots.
