Is Talstar P safe to be applied to the foliage of a Skyline Honey locust which was planted a few weeks ago?

The japanese beetles are all over this locust tree's leaves. I have had several of these trees in the past and never saw any japanese beetles chewing on their foliage. I have tried everything and nothing is working.
