Is this product considered a repellent or non-repellent?

Also, should this product be mixed with an insecticide like the original Gentrol concentrate?

Answer:

Gentrol Complete EC3 uses the active ingredient Lambda-cyhalothrin, which is considered a synthetic pyrethroid, which is similar to the natural insecticide pyrethrin; however, not a repellent. While some insects are sensitive and can detect insecticides and may avoid the treated areas, this is not considered to be a "repellent," and insects must cross or contact the treated areas to be affected. 
 
Gentrol Complete EC3 is a broad-spectrum combination of insect growth regulator and insecticide, already, so no, there is no need to mix it with another insecticide. Please refer to the product label for listed insects, application rates, and areas to be applied for more information.
