Killing blackberries with Crossbow. Should I cut them to the ground first?

I've heard both ways. not cutting would get more spray on the plant but does that matter?

Answer:

Cut the blackberries at one inch from the ground and spot treat with Crossbow Herbicide at 2 oz per gallon of water.
