Do you have to remove the black rubber washer before suing so the water can mex with the product?

The manufacturer stated that all you need to do it push the white button at the top to the 'on' position. That will mix the water with the herbicide. There is no need to remove the black rubber washer, that will cause the water and solution to spew out.
If you need to just spray water out, you can push the white button on 'water'.
