Should I use Bonide All Seasons Horticultural Spray Oil before sun up or after sun down?

Also, should soil be dry, wet or? The leaves on my 2 of my rose bushes have holes throughout the leaves and dont know when I should spray it on, before sun up or after sundown. I also need to know can the soil be wet or should it be dry? Please advise and my leaves are being eaten up quite quickly.

Answer:

Bonide All Seasons Horticultural Spray Oil is applied to the plant itself not the soil, so the soil moisture is not a concern.  You apply in the early morning or late evening when temperatures are lower, never during the heat of the day.
