The oil concentrate is a surfactant. Most herbicides should always be mixed with a non-ionic surfactant. This is because since grass and plants have waxy coatings on them, most herbicides that are mixed with water do not stick very well to this waxy coating. Adding a surfactant breaks down the wax on the grass or ornamentals and allows the solution to stick and work much better.
