Dismiss Turf Herbicide is a selective post only emergent product that is meant to be used on sedge and kyllinga weeds.  It is labeled for most warm and cool season turf grasses.  Since this is a post emergent product, you should apply it whenever you see signs of sedge or other weeds as permitted on the label.  You should always read the label first to make sure it is ok to use on your type of grass.
