What's the best way to kill fleas without vacuuming?

When tenants leave behind a flea infestation and vacuuming isn't a possibility, what's the best plan for killing the fleas? The exterminator says that we need to vacuum, but no company wants to come in and vacuum when there is this bad of a flea infestation.
