Each area of the country has their own optimum times to apply Pre-Emergents like XL 2G granules.  We recommend calling your local county extension office as they usually know the optimum times for applying pre-emergent to your lawn in your area. All granules depend on water to release the active ingredient they are carrying, so you should always water in granules thoroughly, including XL 2G.
