Why are the leaves of my Japanese maple covered with white cottony spots?

My Japanese Maple is dying. The leaves turn downward, scorch, and fall. I just noticed that the underside of the leaves are covered with white cottony spots. What is going on? It has lost most of it's leaves and looks dead.
