Anytime you come across a product that is restricted to one state or another, there are a few reasons why this could be. Either the state of Washington doesn't want their homeowners to have access to products that are considered professional grade without having a license, or the manufacturer may not have wanted to spend the money to get the product registered in your state. If its not registered in that state then it can't be shipped to you directly.
