Will Bayer Advanced Complete Insect Killer For Soil & Turf Concentrate kill Billbugs above ground and go into soil to kill larva?

I need something to soak into soil into grass roots. I have thatched yard and mowed it and spray wilh Bayer Complelte, I want to make sure it will get the larva too. My yard is infested above and below. Thank you.

Bayer Advanced Complete Insect Killer For Soil & Turf is not labeled for billbugs.  Merit Insecticide Granules are labeled for both billbugs and their larvae.
