Criterion 75 WSP Systemic Insecticide is not labeled for leaf rollers.  If you're just looking for a product that can be used around ornamental plants, you can use something like Talstar P, and if there are still beneficial insects around you can just avoid spraying the blooms. You could also use something like Fertilome Triple Action.
