Will Glyphosate kill english ivy roots?

While Glyphosate Plus herbicide is not labeled to control English Ivy specifically, this is a non-selective herbicide that will affect any plants you spray with it. You should use at least a 2% solution (4 qts/acre or about 3 oz per gallon for small applications) for tough vines and woody plants. Repeat applications should be expected for ivy since these are difficult plants to control.
