The former homeowner planted wandering jew in several flower beds because she had a brown thumb. I have Round- up plus covering in layers of black plastic and stones, but it prevails and spreads. It burns my skin. Dogs re allergic to it.
Glyphosate based products such as Killzall are recommended for getting rid of wandering jew. It may take a few applications at the stronger usage rate to gain control and actually kill off the plant.
