Will Monterey 70% Neem Oil get rid of cutworms on hollyhocks?

Was recommended by garden expert to purchase Monterey 70% Neem Oil to treat hollyhock rust. On one of my hollyhocks the leaves look like cut lace work - but I can't locate any insects. Searched the internet and believe it is cutworms. Will the Monterey Neem kill cutworms or do I need another product?

Monterey 70% Neem Oil would control cutworms as long as you achieve thorough coverage and contact the cutworms directly for best results.  If you are not able to locate them at the time of treatment, it may be better to use a product with a longer residual, such as Talstar P.
