Will Monterey Garden Phos Systemic Fungicide work on an orange tree with yellowing leaves?

I have an orange tree and was told this would help with yellowing leaves. The tree is 4 feet tall with a 3-1/2" trunk diameter. How much product per gallon should I use and what is the frequency?

Monterey Garden Phos Systemic Fungicide can be applied as a foliar spray to mature citrus trees at 1 tsp. per gallon of water. When conditions favor disease, spray trees to runoff. Ensure even coverage. Do not apply at high temperatures (above 95ºF) particularly if humidity is low or to moisture-stressed trees.
