will Orhtene Spray control/deter moles?

can I use orthene 97 in a spray for moles when the temperature 30 degrees outside .... if not what tempteture can I start using it as I just now see mole tunnels.

Orthene 97 Spray Insecticide is not a deterrent and would not be recommended for this use or in the yard as it is not labeled for this. If you are looking to treat for moles, you may want to look at these products which are labeled for that use.
