I'm trying to kill the grass in a bed of fireweed

The Fertilome Over the Top should be safe to be used over the Fireweed. Its not specifically labeled as being tested on that species and you may want to check with the manufacturer VPG to make certain; however its designed to not affect anything considered broadleaf, bushes, flowers or ornamentals and only targt grasses and grassy weeds.
