It appears this type of weed is best controled by manually removing the plants and as many of the roots and rhizomes as possible and disposing of them by incinerating them. This will need to be done multiple times to get complete control. It might also be helpful to contact your local cooperative extension office and speak with the master gardener on staff to see if they are away of methods that others have used to control this plant in your area.
