Will this work on a brush that has already been cleared down to the roots?

I recently cleared brush and ivy and had the ground rough graded. Will this help to keep any from coming back? I will probably mulch over the area after I spray

Bonide Poison Ivy and Brush Killer BK-32 Concentrate is labeled to kill existing brushes/weeds and can prevent resprouting. If you will be adding mulch, you may also consider a physical barrier, such as black plastic, to cover the area.
