Would Captain Jacks Deadbug Brew Concentrate be effective for treating Azalea Bark Scale?

Captain Jacks Deadbug Brew Concentrate is not labeled to treat for Scale. Sevin Concentrate would be a better option it's labeled for Scale on Azaleas.
