Would Dominion 2L Termiticide Concentrate be as effective on white grubs as a granular product?

Yes, Dominion 2L Termiticide works just as well for grub control as using a granular product as long as the amount of the active ingredient, Imidacloprid is the same. What makes either a granular or liquid product successful is the amount of water that is used at application since water acts as the carrier.
