Would Orthene 97 Spray Insecticide work on a White Oak tree?

I will be spraying the area where we have removed dead bark because of slime flux. If so, how much do I use per gallon of water?

Orthene 97 Spray Insecticide can be applied to White Oak. You would dilute 1 teaspoon per gallon of water.
