After applying Fusilade II Herbicide to my Tall Fescue lawn to control bermudagrass, is it normal for the Tall Fescue to have stopped growing?

I mixed 0.2 oz (1.2 teaspoons) in 1/2 gallon of water along with a Non Ionic Surfactant to sprayed over bermudagrass I'm wanting to kill. The Tall Fescue is green but has not grown even a 1/4 inch since and the bermuda is not dying still 2 weeks later.

Bermudagrass is extremely difficult to eliminate and will require several applications and most likely a few seasons. When using Fusilade II Herbicide to remove bermudagrass from Tall Fescue, a Fall application and Spring application is recommended. Fall applications should done in Sept/Oct when bermudagrass is preparing for doramancy and then again in early Spring (April/May) when the bermuda is transitioning out of dormancy. The rate for eliminating bermudagrass from Tall Fescue is 5-6 fl oz per acre in no less than 30 gallons of water/acre. This breaks down to to be 0.11 to 0.13 fl oz per ½ gallon of water per 1000 sq ft Any discoloration, slow down in growth or discoloration of Tall Fescue should recover within 2 weeks after the application.
