Coyote Urine

I have had this for about 3 weeks and have not had any racoons in my backyard. I know they have been next door but not in my yard, to my knowledge. I have 2 cameras in my backyard and have not seen Rocky Racoon. I spray every 3 days in specific areas of yard

Per the manufacturer, yes, Bare Ground Just Scentsational Coyote Urine Predator Scent will work against ground hogs. It is safe on plants and grass when used as directed. Avoid applying during high temperatures. The product is real animal urine.

I don't want to be smelling it myself much less my neighbors.
The Bare Ground Just Scentsational Coyote Urine Predator Scent will smell just like that, Coytoe urine. How close you put it to your home would determine whether or not you or your neighbors would smell it at all or from time to time.
