No, Bifen I/T cannot be used in a thermal fogger or any type of fogger. It must be applied with tank sprayer-type equipment such as handheld, backpack, or large-volume tank equipment. You may want to consider our Wasp and Hornet Kit which contains the residual insecticide Cyzmic CS, plus Wasp-X to kill insects very quickly when you locate nests.
You should not need a full respirator mask when using Bifen IT in a mist blower, but we would recommend at least wearing long sleeves, long pants, socks and shoes, and a nose and mouse mask for extra safety. Our KN95 masks would be fine for this application. Of course, anytime you are applying product vertically, be sure to wear adequate eye protection as well.

The key to sod webworm control is focusing on the larvae, therefore while Bifen IT is a great product the best time for applications is to control the young larvae, if possible.
The larvae feed mostly at night. Therefore, controlling sod webworms with chemicals successfully means spraying in the late afternoon to ensure ingestion of the poison.
For the moth stage, spraying Bifen IT on the lawn, plants, trees, bushes, shrubs, etc, and focusing on the underside of the leaves will help with the moth control.
