Can Bayer Permectrin II Insecticide be used it kill chinch bugs in the lawn?

I notice this product has "petrolium distillates". Would this negatively impact the lawn? or is this the same product that refers to the "oil" content that allows the product to better stick to lawn (not as easily diluted/washed away by rain!)
