Can I use Southern AG Triple Action Neem oil for large tree roaches that are eating the blooms off my potted hibiscus?

Want to know if I can use Neem Oil triple action to stop the tree roaches from eating the blooms off my potted hibiscus. The roaches chew away as soon as the blooms become apparent.....Can I spray on the bud itself...not sure how to do this and not killl the budding flower or the plant.

Southern AG Triple Action Neem Oil could be used safely as directed on the product label but we usually recommend avoiding spraying the blooms to prevent any injury to pollinators that would frequent them.
