Can I use this to spot treat poa aunna in my Tall Fescue in March??

I have used pre-emergent (Lesco) in the past in the fall for the management of Poa annua. This year, I used that plus Prodiamine 65WG to no avail. The poa annua is taking over!!!! I bag my clippings and can't seem to control this horrible grass. Help!! I live in Charlotte, NC
