When using a product like Permethrin SFR, the hornets would have to directly contact the treated areas to be affected. We recommend using a product such as Delta Dust Insecticide to apply directly to the bored holes, and this product can be reapplied every 2 weeks as necessary. You can use a Bellow Hand Duster to make the application. This way, the hornets will fly through the dust picking it up and carrying it on their bodies back to the nest.
