I have a Valley Oak, will Tengard SFR Termiticide and Insecticide treat the Wooly Aphids that live on the leaves?

The spray service has been using a soak but it has not been too effective at controlling them. They sprayed 3 times last year.

Before applying insecticide, make sure plants are receiving appropriate cultural care and take steps to conserve natural enemies. Tengard SFR Termiticide and Insecticide is labeled for Aphids. Where trees can be sprayed, completely covering shoot terminals and the undersides of leaves is recommended. Treating with at contact spray like Bonide Horticultural Oil or Bonide Pyrethrin Garden Insect Spray can be effective. Adonis 2F would be a great product for systemic control to be absorbed up into the tree by the root system.
