Yes, there are two fixed locations for the spigots on the Impressions 50 Gallon Palm Rain Saver rain barrel, one low to the ground and a second about halfway to the top. There is a built-in overflow in the front of the barrel, so if you were to rotate the barrel to adjust the location of the spigots, the water will still flow toward this opening, possibly disrupting the dirt around the foundation of the structure. The lid and barrel are fixed together.
