Inactive ingredients of Milky Spore Powder please

It says it isn't harmful, but then it has a warning, and is hazardous. Im not sure what is harmful about it because it does not show what the diluents are. It says not harmful to humans or pets, yet if you get it on your skin, to rinse for at least 15 to 20 min. Please explain why there are contradicting words on the label and why the diluents are not listed.
