Hi-Yield Triclopyr Ester is not labeled as safe to apply over juniper. Unfortunately, there is not an herbicide available that would remove the ground ivy from around juniper that would not also potentially harm it. The best thing for this area is to wear gloves and carefully hand pull the ivy or you can carefully spot treat with a glyphosate-based product such as Gly Pho-Sel Pro 41% with Surfactant, avoiding contact with as much of the juniper as you can.
