Is Overwintering Kit for Stink Bugs, Lady Bugs, Boxelder Bugs safe to use on trees, specifically Chinese elm?

When spraying trees are bug eggs on/in the bark of the tree or on the leaves? What is the best month to kill boxelder adults and eggs? We have B.E. bugs in and outside.
