Is the Peters fertilizer 20-20-20, safe to use on pastures for hay and forage for horses?

Peters Professional 20-20-20 General Purpose Fertilizer is not labeled to be used on Pastures for hay and forage for horses.  We would recommend using Monty's Hay-Now Liquid Fertilizer.
