It states an application of Isoxaben 75 WG Herbicide needs to be watered in within 21 days of the application, would morning dew be enough moisture?

Answer:

No, morning dew would not be the same as watering with irrigation or rainfall following the application. Isoxaben 75 WG Herbicide needs to be watered in 1/2 inch after application to get down in to the soil to create the barrier.  Please view the product label for more information.
