I live in south alabama.....when is a good time to apply Torocity Herbicide (before rain, or when no rain is forecasted)?

Grass is mainly centipede, but lots of weeds from previous owner

For best results,  apply Torocity Herbicide (Generic Tenacity Herbicide) when there is no rain in the forecast for 24 hours.
