Merit is not labeled for this usage. It is usually recommended to do both a topical treatment as well as a systemic treatment for aphids. Our most popular choices for these are Talstar P (topical spray, water-based concentrate- use 1 oz per gallon of water) and Dominion 2L (systemic, applied as a root drench; use 0.2 oz per inch of trunk diameter for trees or per foot of shrub height for bushes). You may want to take a look at our article on Aphid Control for more information on treating this pest.
Merit 0.5 G Insecticide Granules is not labeled for leaf miner nor for us on ornamentals for anything other than white grubs. You would need a liquid for shrubs and trees such as the Dominion 2L Termiticide.
When applying this systemic product as a drench for leafminers you will mix 0.1 - 0.4 fl oz per inch of the trunk diameter. Apply uniformly around the base of the tree in no less than 10 gallons of water per 1000 square feet. Direct application to the root area. Most people use a 5 gallon bucket or a large watering can to apply Dominion as a soil drench. The amount of water that is used will vary depending on soil conditions and volumes that are easy for applicators to use. The minimum amount of water that should be used is 1 pint per inch of trunk diameter for trees but you may use 1 quart -1 gallon of water per inch of trunk diameter for trees. Denser soils such as clay do not accept water as readily, so the lower volume of water is suggested. Since sandy soils can accept more water, using the higher volume of water is preferred. After the soil drench has been applied you should water it in with at east 1/2 inch of water. Note: Water simply acts as a carrier and it is important that even distribution of the product is achieved.
You could also incorporate a product like Talstar P for a foliar application of leafminers using 0.5 to 1 oz per gallon of water per 1,000 sq.ft.
Merit 0.5 G Insecticide Granules are to be applied as a broadcast application around landscape ornamentals (trees, plants, bushes, shrubs) at a rate of 1.4 to 1.8 lb per 1000 sq ft. This product is not applied as a soil drench insecticide would be applied to the root zone.
Please review page 4 of the product label for more information.
Merit 0.5 G Insecticide Granules is not labeled for rose chafers but it is labeled for a variety of other chafers. I have linked an article from the University of Minnesota, that states that the active ingredient (imidacloprid) is known to control the rose chafers though.

Treating for grubs can often vary from region to region and can change with the weather you have each season. It is best to apply your grub control products like the Merit 0.5 G in mid-June to mid-July before the grubs hatch. The eggs hatch in the fall, and grubs feed on turf in the fall, overwinter underground, and then feed again in the spring. You will see damage during both of these seasons. For more specific timing for your area, we would recommend contacting your local county extension office. We also have a treatment guide with more helpful information on grub control.
