Sheetrock retains a lot of moisture, so the better solution would be to remove the sheetrock and insulation, treat the wood studs in the wall with Bora-Care with MoldCare, and then replace the insulation and sheetrock. Please look at the regular Bora Care with Mold Care which will kill and prevent future mold growth on a variety of surfaces including wood, cellulosic drywall (sheetrock), and concrete. You may paint surfaces after you have treated with Bora Care with Mold Care and allowed it to fully dry which should take about 72 hours.

No Monterey Consan 20 would not be used in an attic. Nisus DSV can be used in attics and almost any area to clean up rodent or any other pest droppings and will not harm insulation, wood or other materials within the attic or treatment areas. If possible though it would be best to replace the insulation.
Monterey Consan 20 will control mold, mildew, etc. on pourous surfaces after flooding.
A better option would be to use Boracare with Moldcare. This will kill existing mold and mildew, however, it will not take care of the stains. Mold Clean is recommended for that. The rate of Boracare with Moldcare is 5:1. This can be applied to raw wood only. This will kill and prevent mold/mildew for the life of the wood once applied.
Monterey Consan 20 is restricted to indoor uses or uses in which controlled conditions prevent runoff and exposure to the environment. It should not be used to treat the walls for mold. The water leakage should be addressed to prevent the moisture to the walls in the future.
While the Monterey Consan 20 is a great product for killing algae and moss growing on hard surfaces, for your purposes of needing cleaning and disinfectant, we would recommend going with Nisus DSV instead. This is a truly great sanitizing disinfectant and virucide and will kill any bad spores trying to thrive in those areas. Once the DSV has dried you can proceed with any other steps you need to treat the wood with. If you choose to go with the Consan still, you should be able to give it until dry and at most a full day before applying your next step.

Many of the ornamental diseases are treated at the rate of 0.25 oz per gallon of water, so if your hose end sprayer allows you to choose that mix rate from its settings, you could apply it with that type of equipment.
