Most animals will try to get somewhere safe when the poison starts to affect them, which includes down in their burrows and holes in the ground. If they are going to those areas and dying you would not be able to see them or keep track of how many have died from the poison so far.
Per the manufacturers use instructions: Apply 2 to 4 pounds of bait per bait station. Replenish bait stations as necessary to maintain a continuous supply of bait but not to exceed 4 pounds of bait in any bait station. Continue baiting until there no longer are signs of new feeding on bait by California ground squirrels.
