The Propiconazole 14.3 label states the following: Preventive applications can be made at 6 to 10 ml/inch DBH. The 6 ml rate provides 24 months control and the 10 ml rate provides 36 months control. Make therapeutic treatment in trees showing disease symptoms at 10-20 ml/inch DBH. Re-treatment may be needed every 12 to 36 months.

Propiconazole 14.3 could be used in a hose end sprayer as long as it can be calibrated to the amount needed. Since it is not per gallon but per 1000 sqft you will first need to determine how much water it takes you to cover 1000 sqft and then set accordingly.
Propiconazole 14.3 is labeled for oak wilt. Per the label, “OAK WILT: OAKS Preventive and Therapeutic Treatment Use 10 ml of Quali-Pro Propiconazole 14.3 in up to 1 liter of water per inch DBH. For very high disease pressure, use 20 ml of Quali-Pro Propiconazole 14.3 per inch DBH. In the upper Midwest, treat oaks after June 15. Wounds in oaks in the upper Midwest between May 15 and June 15 attract insects that transmit the oak wilt pathogen. Oak trees exhibiting less than 20% crown loss from oak wilt have the best chance of responding to treatment by Quali-Pro Propiconazole 14.3. Preventive application is more effective than therapeutic treatment. Trees in advanced stages of disease development may not respond to treatment. 12 Uninfected trees will generally absorb the full amount of Quali-Pro Propiconazole 14.3 water solution within 2 hours when injected under pressure. Consider trees exhibiting specific symptoms or those symptomless trees immediately adjacent to a diseased tree infected. Symptomless trees separated by a primary plow line from diseased trees may be at less risk of infection. Infected trees will absorb the material more slowly due to the vascular plugging caused by the disease. If the Quali-Pro Propiconazole 14.3 water solution is not absorbed within 24 hours, the tree is considered high risk and has a poor chance of survival.”
Tenacity does not list that it can be tank mixed with fertilizers and does not list fungicides such as Propiconazole 14.3 either, only other post emergent herbicides. While they may not be an issue as long as you are following each products labels for rates and the most restrictive we would generally recommend only using 1-2 products at a time and doing a test on a small basis for compatibility, saftey and efficacy before treating large areas.

Propiconazole 14.3 does not require watering in after application for all applications but if treating soil borne you would.

The Propiconazole 14.3 Product Label only refers to not using above 90 degrees when applying in the state of Florida, however below 85 is the standard recommendation in the industry to make sure no burn occurs.
Propiconazole 14.3 is labeled for rust, but it is not specifically labeled for use on Daylilies. Agrisel BioPhos Pro Systemic Fungicide can be used to treat rust on Daylilies.
As with many diseases, preventative fungicide applications for take-all root rot or patch are going to provide much better control than waiting until the disease is present. Per the product label for Propiconazole 14.3: Make 1 to 2 fall applications in September and October or when night temperatures drop to 55 degrees F, and 1 to 2 spring applications in April and May depending on local specifications.
