Q4 Plust Turf Herbicide is not labeled safe for St. Augustine grass, the active ingredients in this product will burn the grass if it's applied to it.

If it was stored in less than optimal conditions, and you are noticing that it has separated in the bottle and with shaking will not go back into solution or it is not as effective, we would recommend replacing it.
Most insecticides containing the active ingredient Quinclorac, such as Q4 Plus Herbicide, will have similar labeling to allow the clippings from the first 3 mowings after application to remain on the turf. Since quinclorac stays active for many weeks and needs as much contact time on the target plants as possible, this helps to get the most effect from your sprays. Basically, we do not want to cut the grass and remove the product that we've just applied before it has had time to kill the target weeds.
Another reason to allow clippings to remain is so that they are not mulched too quickly, potentially causing damage to desirable plants while the quinclorac may still be active enough to damage susceptible plants.
Q4 is not going to move through the soil and affect other plants that were not directly sprayed with the product. If you have watered the area well and it did not contact others or their roots, they should be fine. The label does state not to apply to ornamental landscape beds. Q4 Plus Turf Herbicide will treat for Thistle in Bermuda. Keep in mind that yellowing may occur on the Bermuda. Be sure to apply during the cooler times of the day, morning or evening.
The mixing ratio of Q4 Plus Turf Herbicide varies with these 2 types of grasses. For Fescue the amount is 7- 8 pints per acre (2.6 to 3.0 fl oz/1000 sqft) For Bermuda you use 5-7 pints per acre (1.8 to 2.6 fl oz/1000 sqft). So for the mixture you could use the 7 pints/acre or 2.6 fl/1000 sqft
As for the amount of water the label states the following and varies depending on the type of sprayer:
For Conventional Spray Equipment: 50 to 220 gal/acre
For Low Volume Spray Equipment: Equipment should be calibrated to apply at least 20 gallons per acre

No, Q4 Herbicide is not labeled for bermudagrass control in fescue lawns. However, we would recommend Fusilade II because it can be used to remove bermuda grass from tall fescue and zoysia grass when used at reduced rates.
