Safari 20SG Systemic Insecticide with Dinotefuran is labeled for fungus gnats outdoors but is not labeled for fungus gnats indoors on houseplants. Refer to the section Ornamental Plants – Indoors on page 9 of the product label for a full list of insects Safari can be used on indoors.
The easiest control for them is to allow the soil to dry out completely between the times you are watering them, which may actually be the best thing for the plants anyhow.

Safari 20SG Systemic Insecticide is not labeled to control bark beetles, instead you can use Permethrin SFR 36.8% as a foliar spray to help prevent the infestation of trees and woody ornamentals. Infested trees would need to be pruned and dispose of bark beetle-infested limbs. If the main trunk is extensively attacked by bark beetles, the entire tree or shrub should be removed.

Depending on bark type and thickness, one gallon of spray solution will typically cover 65-85” of cumulative trunk diameter (1.5-2.0 fl oz per inch of trunk diameter) when applied to the trunk between soil surface and 4-5 feet when applied above soil surface.
Safari 20SG Systemic Insecticide with Dinotefuran cannot be applied with a hose-end sprayer as it will not give you the treatment or coverage that you need. It needs to be applied with a low-volume sprayer or you can mix it in a bucket and pour it around the base of the trees.

You will not need to lower the dosage when using Safari 20SG Systemic Insecticide with Dinotefuran as long as you drench around each induvial tree based on the DBH, it will not be too much product.
Safari 20SG Systemic Insecticide with Dinotefuran is not labeled for spider mites or "cedar mites".
Talstar P would be recommended for the treatment of Spider mites. Apply at the rate of 0.5 fl oz to 1.0 fl oz per gallon of water to the base, trunk, branches, limbs, and foliage.
Per the product label, best results are achieved when treatments are applied during spring to mid-summer, and the addition of a surfactant or horticultural oil may increase the effectiveness of Talstar P for treating Spider Mites.
