According to the manufacturer, Scotts Turf Builder Weed and Feed 3 should be applied to moist grass, whether from morning dew or by manually sprinkling to lightly wet your lawn.  You should apply when no rain is expected for 24 hours, and you should not water your lawn within that time frame after treating.   You can refer to the product label for compete application instructions, and use as directed.
