We would recommend contacting the local County Extension Office for their feedback on the success of tall fescue in your region. They can better advise on when the best time to overseed will be this fall and when to fertilize and also provide a soil analysis to tell you the pH and what nutrients the lawn has or needs.

While cool season grasses like the dwarf Tall Fescue in the 5 Star Fescue Grass Seed Blend do tend to thrive in cooler areas and more shaded parts of the lawn, the grass seed still needs a minimum amount of sunlight per day to survive or grow. If the area where you are wanting grass to grow under the crepe myrtles doesn't get at least 4-6 hours of direct sunlight or more during each day, then grass of most any species won't thrive. You also may need to get a soil test done in that area to see if the soil needs amendments or specific nutrients to allow grass to grow within the crepe myrtle trunk and dripline area. If the grass doesn't grow, you may need to consider an alternative ornamental ground cover or something like rock or mulch if you want the bare dirt covered.
